It's a matter of rank.
Captain, then Major, then Colonel, then Lieutenant Colonel, then General. Generals are the ones who become Chiefs of Staff and politicians. (Although Carter was an exception, having served in the Navy on a nuclear submarine and then, being elected President, becoming the commanding officer of the admiral who had been his commanding officer.)
The difference between colonel and general, therefore, is that generals tell colonels what to do and (almost) never the other way around.

other rank structure in the army is set up so that as one achieves a higher rank, he has more responsibilities and every one below his current rank is duty bound to obey his commands (orders). While they are all soldiers, the term soldier usually refers to a subordinate ranking individual, usually the lowest ranking one which is Private. There are two separate rank structures, enlisted men and officers. Officers call the shots, enlisted men do the dirty work. Major, colonel and general are all officers and I have arranged them in order of their place in the rank structure, General is the highest though there are four and rarely five different stages of general, there is another rank in between major an Colonel, Lt Colonel.

Are you asking about Army ranks..or are you asking if these saying are slang for our units..Well the general is higher in rank than a colonel..and a soldier is any one in the army..and a major is lower in rank than a colonel.

There is a great deal of women in the military.
So why do you say men only?

I think your question is a bit on the sexiest side in my opinion

I would suggest going to this site and do a little reading to educate yourself on women in the military also to get a better understanding of rank and what military terms are.
