Bush is on the hot seat because of incompetency and ill-made decisions (I will say, however, that Bush seems to be s..l..o..w..l..y... picking up on the fundamental problems in our world though). If you look at all the recent scandals, Clinton looks like a saint. If people couldn't find anything else to attack Clinton for (his *personal* life), he must've been doing his job pretty darn well.
