I wondered the same think until I found out that the observation deck wasn't open yet that early in the morning when the first plane hit.

Remember it happened pretty early in the morning, so tourist facilities at the WTC weren't open yet. Had they been open, there could've been quite a few more casualties, tourists and families. The folks that may have been up there - employees or maintenance workers, probably saw and felt it and scrambled for the stairs to get out of the building. Who really knows what was going on in their minds unless you ask a survivor.

The observation deck wasn't open as yet cuz it was so early. So no one was on it thankfully.
