England has a temperate climate, warmed by the Gulf Stream.

In addition, London has a microclimate which means temperatures here are 2 degrees celsius on average warmer than the surrounding counties.

Snow (that stays) and hard frost is rare. However, weather is changeable. Last year when we had a particularly harsh (cold but dry) winter, I looked at some historical statistics. We have enjoyed temperatures in the 70s (fahrenheit) many times in winter, but cold snaps with snow in March and April are not that uncommon, and once it even snowed in London as late as July 2 (early 1800s).

Global warming seems to have had an effect on the UK climate as we are surrounded by ocean, and the sea surface temperatures have heated up considerably over the past decade. Possibly as a result, the UK experienced 8 out of the 10 warmest years on record during the 1990s and first five years of this millennium, the warmest ever year being 2005. So far this winter, temperatures have been far above the seaonal average with 15 degrees (60 celsius) being reported on more than one day in January 2007 in central London.

I can't really say that the London climate in winter is "great for visiting"...but, I suppose one advantage to London's winter weather is that it's fairly mild, considering how far north London is. The temperature rarely falls below freezing and London seldom gets snow. On the downside, winters tend to be overcast and gray, and the daylight hours are very short.
