Most of the time, yes. Physical attraction almost always comes first, but personality-attraction can happen right after, if you find them to be interesting aswell right after talking to them.
But sometimes, the lust part doesnt come first, sometimes you could be just 2 friends, who´ve known eachother for a really long time and then suddenly find yourselves wantin to be more than friends. In such cases, the attraction would be from actually know the other person for as long as you have and just liking them for who they are.
This is just what i think though, so i dont really know...maybe im wrong, maybe it really is always lust at first sight and then maybe love at second....
