Snuff is just a powdered form of tobacco, and like the lungs, the sinuses contain mucouis membranes with lots of blood vessels close to the surface. By taking snuff the nicotine is absorbed quickly into the bloodstream and then on to the nicotine receptors in the brain. It works the same way as when people snort cocaine.
