I do know that I will need a Tap and Die set but wont that make the whole too big for the cylinder head bolt to fit properly? Right now the cylinder head bolt turns all the way in and keeps spinning and wont grab. I need to use the same cylinder bolt because it passes all the way through the cylinder into the crankcase.

If it already spins freely when compleatly inserted there is no real way to shrink the hole down to previous dimensions. In some cases you might be able to weld up the old bolt sleeve and re-drill and re-tap the hole but with long holes it might prove difficult. The trick here might be to make the hole in the crankcase the larger size and find a neew bolt to fit so both holes will accept the same size (larger) bolt.

Go to an automotive store and buy a helicoil kit that has the same threads you need. The kit has the proper size drill bit to use. a helicoil and and insertion tool. It's simple and makes a good repair.
