If should be on your Desktop or you can click Start, select Run and type C:\Recycled. Press Enter afterwards.

The Recycle Bin is located on every drive or partition on your computer. You should have an icon for it on your desktop.

Difficult to answer because you do not say what operating system you are using. The above applies to Windows operating systems. To see it in you list of files, you must change the folder options to show file and folders marked "hidden".
