He's a super Koopa. In the Super Mario bros (the movie) he was a dinosaur, injected with a special serum to make him bigger and more powerful. So he's some sort of mutated turtle/dinosaur hybrid.

Bowser is an unholy creature created through the strange intance where Mario, a Teenage Mutant Ninja Turtle, and that singer guy named bowser all had a three-way. All the DNA mixed so Bowser is an Italian-Turtle-SInger. He's very unique but nobody likes him because Italians smell like cheese.

Or rather, he's the King Koopa, and Koopas are, essentially, turtles. Turtles that walk on two legs.
