I'd like to make my school picture into a drawing that looks sort of like a Yahoo avatar. Is there a free program or website I can use?

That depends on what you prefer I guess. Personally I use Photoshop CS3 and OpenCanvas. Photoshop is really great for almost anything. It'll take some time to get used to, and it's pretty expensive. OpenCanvas is free, but the standard language is in Japanese, but it's pretty easy to use once you're used to it. Then there's GIMP, too. It's free and it's really great, plus really easy. Painter IX is amazing, and Flash is really good too. Personally I'm not too picky, but I stick around with Photoshop just because I'm used to it and I love it to bits. There are a ton of programs out there, and none of them are bad. In fact, I personally love them all, so just give any a try. Don't worry too much about what program you're using because you'll master it sooner or later. Just know that in the end, there is only art :).

The Gimp is a free image editing program. Transforming your photo would be a lot of work, and require some complex techniques---if only to paint over your photo like a tracing. Still, it's a nice program to have. Make the image really big if you decide to draw over it, so the lines will look smooth when you're done.
