Dirty lenses on the inside of the headlights. Once i have taken the headlight assembly off, what tool can I use to get up in there and what solution can I use? I thought of a bottle brush, but haven't used it yet. I would like to get clear lenses like new cars have, but those cost A LOT to upgrade. Thanks for the other answers, but they weren't quite what I was looking for!

Are they dirty on the inside or outside? I would think it is the outside. I've seen this on SVX and on my on 93 Legacy. I used to work at Subaru shops before my accident and we used a fine wet sandpaper and jewelry wax to make them look brand new.

Above poster is correct.

You want to heat your oven up to about 150 degrees F and place the headlight assemblies in there for a few minutes. This actually melts the adhesive they use to seal the outside lens of the assembly to the rest of the assembly.

What you'll have to then do is carefully pry it apart with some flat tools (I recommend the metal paint scrapers they sell at Home Depot), Once you get them apart you will want to clean out your lenses with a cleaner that won't leave a residue and a micro fiber towel.

Once clean, let it sit for a while to dry it all off.

Then reassemble the assemblies and use black silicone (you can find this at your local auto-parts store) to seal it all up. Hopefully, doing this will also solve your leakage problems.

The best thing I can think of is if you use the "Bake Light" technique. If you comfortable with putting plastic headlights in the oven and mildly heating the up then it'd be a good way to do it.

It fairly popular with people that want to clear their headlights (remove the amber inserts).

Nasioc would be the best place to research how exactly to do it, plus you can re-seal the headlight in hopes to cure the dirty headlight problem, unless it's getting in another way.

Are you sure that the dirt is on the inner side of the headlamp. Because if the sealing adhesive of the headlamp is still intact, then it is a bit impossible for the lenses become dirty. Some told me also to apply some polish on them and they will become as new too.
