There must be a wall valve under the sink that allows water to go or not to go to the sink faucet system. Make sure that this valve is open. If it is open, close it down and disconnect the hose or pipe that leads to the faucet. Now get a bucket, put it under the wall valve and slowly crack the valve to see if there is water coming out. You only need to open it a little by little to check if there is water at the valve. Don’t open it fully; you don’t want to flood the place.
Now if there is water, shot it down, Make sure that the hot water wall valve is shutdown too. Then go to Home Depot, get a new faucet, remove the old faucet and install the new one. Just don’t bother fixing the old one, it’s a headache.

In all likelyhood, when you turned water back on to the house, particulates in the line traveled into the faucet valve. To test this, turn the shutoffs under the sink off. Next disconnect the faucet supply lines to the faucet. Let the disconnected lines dangle into a bucket and turn on the shutoffs. If water comes out, your problem is a clogged valve. You will need to take the casing off the faucet and remove the valve and remove any grit or particulate matter that may have accumulated. Also be sure to clean the aerator (the screen thingy where the water comes out of the faucet) on a regular basis.

Check the position of the valves turning them slowly. The open shut valve might have got stuck inside and not be turning correctly.

Did you turn them the right way? If they are vertical or horizontal it might make all the difference. Most valves seem to have a screw with a groove across where you place the screwdriver and turn. you need to have it vertical if it is to work, otherwise it will block the water flow.

sounds like the stem has broken off inside the faucet. Remove stem to get broken piece out
