i got a problem with my tremolo arm..when i push it far down and release it,my guitar becomes out of tune...someone told me that i have to install a locking tremolo system..is it got something to do at the nut of the guitar?if it is,my one is just the ordinary one...i just want to know the difference...

A locking tremolo has a thumb-screw on it that allows you to limit or completely defeat the tremolo. Check at the Guitar Center Online for descriptions and prices. I think what your friend described is a Floyd Rose tremolo, which does indeed have string locks at the nut.

There are only two type of guitars. Those with a "fixed" bridge (meaning the bridge does not move at all) and those with a move-able bridge which is technically called a vibrato but is commonly, albeit incorrectly, called a tremolo. There are many types and manufacturers of vibrato bridges. Some will allow you to both tighten and loosen the string tension by pressing or lifting the bar. Some designs are better than others at staying in tune. The are some low quality systems that really have tuning issues. Fender Synchronized, Bigsby, Kahler and Floyd Rose are the most famous of the tremolo manufacturers

I'm asking a question quite similar to this.
Mine is about Floyd Rose Tremolos, which are indeed, Locking tremolos.
They Lock at the nut if you have the proper kind of nut installed which guitar that come stock with FL trems usually have, they also lock at the bridge.
Try using a good, lubed up nut and buy and have a good set of locking tuners installed if you don't want to install a FL trem.
That's what I think I'm going to have to do with my guitar, locking tuners.
