I want to start a Spoken Word Club/Contest in my university how do I go about this?

For the club, you would have to speak to the Dean of Student Affairs and get his/her permission. For the contest, if I were you, I would just put up a poster in the Student Center, with an e-mail address and/or phone number, to get information about the contest.
