China and Russia have vetoed Myanmar on the UN council and South Africa became in the middle with no answer.

The answer is very obvious. Both Russia and China have their own geo-strategic interests in the region.

Similarly, if the UN Security Council proposes a resolution to leave the Middle-East alone, wouldn't the U.S. veto it?.

They vetoed because the Security Council of the UN is not for such problems, as this does not threaten international peace. It is NOT due to the fact that they don't believe that there's human rights abuses, but it's like using the Supreme Court to judge divorce settlements, or to have the House of Representatives vote on what they want for lunch. Had the vote succeeded, it's likely that Myanmar would spiral into civil war similar to Iraq after it was "liberated".

It has already been proved that International Government is not the answer to international mediation, ending conflicts and corrpution. The UN like its predecessor the League of Nations and the Holy Alliance were successful in the short term, however, were unable to provide a long term solution for the nations in the international community.

Does it really matter - the UN is completely ineffective and has never prevented anyone from killing anything.
