No unless some freak rapid evolve-tion takes place or a mutant baby with messed up genes is born that allows him/her to fly. If a mutant with wings was born which is highly unlikely, the odds of them being able to move them and fly with them are even more unlikely.

Hang-gliders do it all the time. There is a guy (I think in France) who has a jet powered "kite" that seems to fly pretty well.
