you cannot turn the crank pulley by hand, the only pulley's you can turn by hand with the belt off are the alternator pulley, belt tensioner pulley, waterpump pulley, and power steering pulley.

The crank pulley is attached to the crankshaft of the engine and you would not be able to turn it by hand. Why do you want to turn it? Are you the person that's having problems with the alternator belt?

What kind of vehicle are we working on here? What engine? What year? What are we attempting to do to it? Why are you trying to remove the crank pulley? A little more information would help.

crank shaft pulleys are usually press fit and need a puller to take off.

Not much info there, but...
If its a crankshaft pully it turns with the crankshaft, and the crankshaft turns when the pistons fire. If your pulley is frozen, your crankshaft is frozen and you have much bigger problems than just a pully. (i.e busted piston or connecting rod etc)
But anyway.. you need pully/gear pullers to get pullies off generally speaking (and a crank one specifically) they are taper fit and keyed
