Some people continue trying to succeed, even if they fail.
Do you think that the reason is (a) because they are born this way, or (b) because they have been brought up in a particular way and have 'learned' to be this way.

It's a nature vs. nurture question.

Are the people described (those who never allow failure to stop them) driven by "who they are" at heart, or are there outside influences like environment, upbringing and education that teach them to be that way?

It means, basically, are people who don't let failure stop them born that persistent and courageous, or made that way by influences such as environment, upbringing and education? Inherent is inborn, "just part of" someone.

I think it's asking what you belive keeps people motivated if they have failed before but keep on going and striving to succeed. If it comes naturally or if it's because of environment, upbringing and/or education/

Genetic inheritance re-enforced by positive environmental factors. Different sets of hereditary features lend themselves to different human endeavors. It's up to environment to match the human characteristics to endeavor which will guarantee the highest probability of success.

This is a version of the nature vs. nurture question. It's asking if people who are driven to succeed are born that way or if they are taught to be that way by their families, schools, and life experiences.

Try this ...

What causes over-achievers to never stop trying? Is it because of who they spend time with or where they live? Is it because of positive family values and positive parental role models? Is it because of proper schooling and effective teachers?
