I need help converting the file and or shrinking it to be able to place it on you tube.

you need to convert it to either a wmv, mpeg, or avi. those are the common video compression schemes that you tube accepts.

Try a program like FFMPEG to lower the bitrate on the video. VOBs are the MPEG2 file type that are used on DVDs, and generally have a bitrate of 5000Kb/s or more.

.vob is usually a direct dvd rip, so you'd even need a dvd player to see it.

You need to rip it as something else, or convert it, mpeg is a popular format.

I've not found a good shareware//freeware to do that, I use some software I picked up at fry's for my dvd stuffs.

Did you place up the action picture in dwelling house windows action picture maker? in case you used dwelling house windows action picture maker, open your action picture in action picture maker and click record then save action picture record. It must be in WMV format to function on youtube.
