(100x - x) = 45.0000000.....
99x = 45

x = 45/99 = 5/11

First, one essential thing to know when doing this type of probem is that x/9 = 0.xxxx..., xy/99 = 0.xyxyxyxy..., xyz/999 = 0.xyzxyzxyz...
So, your decimal, using these facts, can be written as 45/99. To simplify, you can use prime factorization:
45 = 9 x 5 = 3 x 3 x 5
99 = 9 x 11 = 3 x 3 x 11
In this case you don't even need to go all the way. The 9s (or both 3s for each) cancel out, giving you 5/11. (If you had multiple numbers on the top and/or the bottom, you find the numerator and denominator by multiplying them all out, i.e. (3 x 5) / (2 x 7) = 15/14.) Check it on a calculator, dividing 5 by 11 gives you .45454545..., and you know it is simplified because one of them (actually both of them in this case) is a prime number (its only factors are 1 and itself).
