Throughout history, there are a number of ways to measure it. Highest winning percentage amongst current teams belongs to Miami, most wins belongs to Chicago, most titles belongs to Green Bay.

For one thing, the Packers didn't win 7 superbowls.
I think the Steelers of the late 70s were the best team. They had a tremendous defense that is one of the best in history. They also had a great offense with Swann, Stallworth, Franco Harris and Terry Bradshaw.
They also won 4 Superbowls when other great teams like the Raiders, Dolphins and Cowboys were also playing. Expansion and free agency has created a lot of competition but not the dominant teams of the 70s.

The Steel Curtain Steelers of the 1970's was the best team ever. No one could get through that defense.

The Green Bay Packers, of course.
