Neighbor can be so nice. Then when least expected is very insulting, domineering, disrespectful of women. When he is ignored, he wants to know why. When told, he denies his actions, gets angry and starts with new insults. Don't know how to handle this person.

It sounds as if he is not happy with himself therefore, he makes those around him upset. It makes him feel better. Sounds as if he craves attention no matter what type it is. He might be bi-polar which would certainly explain a lot; however, you might try giving him compliments. This tends to portray a caring personality to him which will remind him to be nicer to you in the future. A negative action -plus- a negative response does not equal a positive situation. This is not algebra.
A negative action - plus - a caring response equals a better situation in the end. Been there, done that....

Bi-polar or another name for this condition is Manic-Depressive Personality Disorder. This mental health condition is very real and is very hard for the person who is suffering the disease. In my experience, this poor folks are not dangerous, but they can cause problems and accidents.
If this is the case, you have three ways to go.
First, do not take anything this person says seriously unless he makes direct threats and don't reveal what you are thinking to him.
Second, he probably is peaceful really, but he can not control his moods. He wants to talk, and he likes people, but his disease spills out all over the place. You could just ignore his mood and talk to him as if he is normal. Read the meaning of his words and not the mood.
And finally, find another place to live.

they're thoroughly diffrent. Bipolar is having extreme hyper (manic) episodes, and extreme low (depressed) episodes. Multi-personalities is a coping mechanism that quite abused human beings can devlop. even as they're "yet another" individual, they dont ought to address the abuse they have persevered.
