go behind lon lon ranch and close to night he will stop around the back. if you go by lake hylia you'll go through the two fences and he stops somewhere around there at night. if you see him during the day chase him till he stops at night. talk to him then.

he's only there during a certain part of the day, wait there and he'll appear eventually.
