If allowed to absorb into the wheels you will get a slight increase in speed because of the reduced friction, but after a short time it will attract dust and dirt, which will slow it down and eventually gum it up.

spraying it on its wheels or axles will make it slide around a lot and will make its wheels able to move faster because of less friction
