Both are 9 inch tubes, I have put them together for a total 18 inch bubble wall along the back of the tank? is this too much, or will the 4 fish I have be okay?

It will depend upon your bubble size.

Your bubble wall is perfectly fine. There is no such thing as over airation. I have a 125 gallon tank that is 6 feet long 2 feet wide and I have a bubble wall the entire length plus the 2 end wall equaling 10 feet of bubble wall and I have been doing it that way for 4 years with no deaths due to it. For decoration, the bubble walls are fine the way you have them. It would only be a problem if the movement of the water is so fast that it interfers with the ability of your fish to swim or get food.

I have one of the flexible buble ropes buried at one end of my tank under a series of slate ledges. Instead of a waterfall, I call it a bubblerise. Gets lots of comments (the appearance, not the name!).

You cannot put too much air in the tank, but those bubble wands are cheap and will clog and out put will diminish. When they clog go and purchase a ceramic airstone or two. Buy the expensive ones they will last forever and rarely need cleaning.

ITs pretty hard to over aerate as long as they have plenty of room to get away from the bubbles rising up

if you have a filter then thats not necessary if you cant fit the 18 inch tube then i think your fine :|
