Yes, but it sounds like you have some good defenses here. First of all the Statute of Limitations has likely expired, if so you cannot be sued in a court where the law applied says it took them too long to sue you. The problem is that in this case it sounds to me that they can sue you in the state/jurisdiction in which you reside as well as the country/jurisdiction in which the accident occurred. What is really gonna make you wanna bite your own d*ck off with rage is that there are cases of people suing for damages related to foreign car accidents where the American court has applied the LAWS OF THE FOREIGN COUNTRY in determining liability. And that could mean trouble for ya. My advice is that you just chill, don't agree to anything, and see if you are served. The hardest thing for them right now is to get personal jurisdiction over you. If served first fight jurisdiction by special appearance. If that fails, fight to get the most favorable law applied (likely Texas) - but if at this stage of litigation then you will really need your own lawyer.
Also it is possible for the foreign court to issue a judgment of default against you. If you ever return to the country they can attach personal jurisdiction over you and you will either have to remove the fault and have a trial there or pay. Good luck.

I know if you own child support in another country you can be sued so I guess the same is true not sure

I am not a lawyer but it is unlikely that a court will even accept a lawsuit about a incident that happened outside the US because US courts do not have jurisdiction outside our country.
