if so wouldn't you be better off taking it the day before your bday? and as you get older, wont your score go down if you dont get any smarter?

All IQ tests administered by psychologists are based on age, but the score isn't derived by dividing the number you get correct by your age. Your score might be slightly different if you took it the day before your birthday, but not enough to be considered statistically significant.

No, the score theoretically represents your position relative to an "average" test taker of the same age. If it was calibrated with sufficiently fine detail to "jump" on the birthday, statistically speaking, it might be worthwhile. But it's not that precise anyway, and they do not distinguish on the basis of age once you become an "adult" for the purposes of the test.
