In Yahoo! Fantasy Baseball, you can set up your own private league with whatever scoring categories you choose (either roto or H2H). You act as the commissioner. Then set it so that someone needs the password to join and make it available to the public. That way people can seethe league and settings, but need to contact you so you an ask them questions to determine if they will be serious throughout the entire year. If you want them to join, give them the password.

go to yahoo or mlb.com fantasy baseball and set up your league.
Make it a semi-private league. Yahoo will list the league so other managers can see if they would like to join or apply. You have that option.
