St Catharines is, in itself, more or less a suburb. It's quite a small city, so you won't really find deals by straying from the city center.

In fact, it tends to get a little more expensive as you leave the city, as it is prime wine country, and many retired couples move there for the beauty of the scenery.

A lot of students from Brock University live in Thorold, which is a slightly less expensive option for St. Catharines.

St. Catharine's does have suburbs to a certain extent but it's basically just one big area over there (kind of like Toronto is). It might be a little cheaper to live outside of St. Catharine's but only minimally and you may need a car if you go too far out so it could end up costing you more.
