Actually, you're not "required" to wash dishes, and any restaurant owner in his right mind wouldn't let you near the kitchen, you wouldn't be covered by his liability insurance, slip in the water, fall and break your tail, he's on the hook!
All the owner can do is try to identify you then pursue it in court.

Well, in a 'comic'al way, washing dishes is the preferred way.
However in reality, the preferred way might be agreeing to a contract that stated the non paying customer will pay his/her debt in the future.
Proof of identification, witness/es, signature/s, thumbprints, photo/s, and so on might be needed.
Of course, it's still possible that the payment can be in the form of work.
Though it should be noted that some restaurants regulary kept records of regular customers and certain customers on how much they owed to the restaurants.
A call to the police bring nothing much other than a relatively quick and easy elimination of the non paying customer from the premises, also the owner have to deal with the local authority in regard of this incident.
To avoid a non paying customer, usually a 'money first then food is served' policy is applied, just like the one used by fast food restaurants.

If we couldn't make some kind of arrangement for you to pay in a short period of time, then I would take the matter to small claims court. I own a restaurant. I would not have you wash dishes.

This is known as larceny. Call the police while the individual is there. Let him or her wash dishes for the state. I bet they will come up with the money. If not then, they can go in front of the judge.
You have to get tough on this. Or your food will walk out the door.

he doesnt , he takes the loss and worries about the other 99% of ppl that do paywith excellent customer service hopefully getting them to spend more money to make up for cheapskates. for some owners , thats pretty easy to do cause they are cool as hell
