No they can't. I don't have insurance either and there is this hospital near my town that has a charity program that will help you to pay some or all of your bill. It is a Catholic hospital. Might want to try looking into it. It sure helped me. Some people (myself included) make too much money to get help from the government.

No they arent suppose to I had a hospital bill at one time for almost one million dollars but luckily financial aid took care of it but they couldnt quit giving me treatment. If it is a private hospital I believe they can but not a public hospital. They cant deny you treatment

It is against the law for a hospital to refuse to provide emergency aid to any patient regardless of their ability to pay. This only applies to emergency life-protecting services, not other situations.

No, that is illegal. If you need urgent medical care, they will treat you.
That is what teaching hospitals are for. Medical students learn on people who can't pay. (You think I'm kidding?)
