When do roses for residential planting become available? I'm talking about the Jackson/Perkins type that some home improvement stores carry. Are they around before Mother's Day. Please drop an idea if you know. Thanks!

Bare root roses are difficult to grow and Mother's Day is too late to plant them in most the US. If you do try them, the secret is to completely bury the tops in a mulch like pine bark mulch, after you plant them normally into the soil. After you get through it will just look like a pile of mulch, and you won't be able to see any branches at all. Then, about two weeks after the leaves begin peeking up through the mulch pile, carefully remove the mulch down to normal mulch-level. without breaking off any of the tender new stems.
But I don't even try bare root anymore - too much dissappointment. Plant potted roses. At the big box store your selection is limited, but their potted roses survive well. They will be available just before Mothers Day if not earlier.
Chambleeroses.com has great roses for postal delivery in 1 gallon pots. Their selection is not endless but they have some really good disease-resistant roses available, including some hybrid teas. All are grown on their own roots, which means they will not revert to wild if you get an unusually cold winter. Their prices are great and I have been very pleased with the quality.

I live in zone 9B, and they're already selling out of bare-root roses. It's usually better to plant bare-root when they're still dormant. Mother's Day may be a little too late, and you'll have to buy those potted ones, which are a lot more pricey. For the Jackson/Perkins ones, they usually cost around fourteen dollars for bare-root. Where do you live? I live in zone 5 and they are usually available by mid to late march or early April.

"Knockout" roses are a single bloom, VERY disease resistant and shrub type. They bloom all season too and come in red & pink as far as I know. I grow the red variety and they are the most beautiful red I have ever seen in a rose. Their name of "knockout" is well earned. They bloom from April to November in my neck of the woods...

You'll be able to get bare root roses probably by mid-to-late next month.
