No you do not. The appraisal for the property is done for the financial institution and this fee will not be refunded as the appraiser has no ties to the bank or to the borrower.This is the cost of doing the deal.

Yes: If the appraiser refuse to do an appraisal you are in titled to get the fee back.
YEA: I know that is not what you meant. The appraisal fee is for the work rendered. If you received a service, why do you think that you should get your money back for a service rendered?

No, like others have said it is a part of getting a loan. Most lenders do POC so that they do not get forked the bill if they cant lend on the property.

Depends. If you are just borrowing money, no, it's non-refundable. If you are buying a home, the seller ususally pays the fee.
