At least 4mo. for rice cereal. Some babies are not ready at 4mo., they have to learn to move the food to the back of the mouth using their tongue, opposite of the thrusting motion used for nursing and bottles. Most babies will be able to master this skill between 4mo. and 6mo.
P.S. Start with rice cereal, it is less of an allergen than wheat, oats, or barley.

In an otherwise healthy, term infant, four months is a common time to start cereal. But there is NO hurry! Some people wait until six months. Babies that start solid foods early may be at an increased risk for food allergies. First start with rice cereal milked with breast milk or your formula. Make it thin and offer it with a spoon, NOT a feeder bottle. If the baby rejects it, back off and try the next week. If she likes it, try making it a bit thicker each time until is has a reasonable texture. It this is going well, try adding a new fruit or vegetable every 4-5 days, watching for colic, rashes, etc. Wait on meats until at least six months. Some people set a routine of two meals a day- cereal and fruit in the morning, and maybe a fruit and a vegetable in the evening. Consider three meals after about 6 months or later. The dessert foods are mostly junk. They often have added sugar and starch which your baby does not need.

Four months is the absolute minimum. Six months is better. Their little digestive systems simply aren't ready before at least 4 months. Some people put some cereal into a bottle early on to help them sleep at night, but for many babies, that doesn't work. Plus, doctors do not recommend it.

Depending on if you want to go with the American Peds Association, or the World Health Org. you will hear 4 months or 6 months although I did hear that both were going to raise thier recomendation and one was going to 6 months and the other was leaning towards 9 months.
I wait the entire first year because breastmilk/formula is all you need that first year. Everything else is just calories.

You really dont even need to do cereal. There is not much nutritional value. Its just ground up white rice. My son's first food was avacado cubes and he started at 7 1/2 months.
