Hi i am planning for MS inEE for fall 2007. I want to know more about the course work and financial expenses for a international student per year.

Further the location of college in the city, and other geographical and climatic conditions?

You will have to pay international rates which are higher than out of state rates.
You will not qualify for any federal or state financial aid. The only kind of help you can receive is TA/GA ship. Whether or not you'll receive one is up to your department.
UIC is located on the near west side of Chicago. It is just a couple of miles from downtown Chicago. North and east of campus are considered to be fairly safe areas, west do not go beyond Western because you will end up in lawndale or Douglas Park, and south is ok, you'll be in Pilsen.
Chicago is very flat. There are no hills on campus.
Weather changes dramatically. The summer is hot and humid, and winter is cold and snowy. Have clothing for all the seasons and you'll be ok.
A number of international students live in SSR, an on campus apartment building.
