Principally Silver Surfer sacrificed his freedom to become herald for Galactus. That would be a good act. He used his newfound power to search out unpopulated worlds for Galactus to devour. Again, a good act. He rebelled against his Master when Galactus set his sights on earth. See a trend developing. In one of my favorite guest appearances, he cured Banner of being the Hulk. He drained the gamma radiation into himself to get the Hulk's strength to break free of the barrier Galactus had placed around the Earth. It worked, but in the process Bruce Banner fell from the board. The Surfer dove back through the barrier and saved Bruce before he splatted. He then gave the gamma radiation back to him. My vote says that the Surfer is primarily a good guy, but has been misunderstood a lot.

From what I know, Silver Surfer was never really a bad guy although he might have been portrayed as one. Even after becoming a herald for Galactus, he tired to look for uninhabited planets for Galactus to eat. But these planets got hard to find and Galactus became hungry. So he removed the surfer's emotions or something like that so he would search for planets with lifeforms on them. He then came to earth where he rediscovered his lost "emotions" and decides to help drive away Galactus. I'm not really a marvel fan so i'm not that sure, but thats what i've heard.

Anyway. He's generally good, but he sometimes do bad things, like when he defy Galactus, his boss. And lets not drag his mouth hole into a discussion.

Depends on who's writing the story.

SS was technically "bad" when he helped Galactus go after worlds to eat, but then turned "good".
