Of course not, Sasuke's parents were killed by his brother, Itachi. Although it seems like it could be possible (they seem to have a father-son relationship in a way) Kakashi isn't even an Uchiha. Kakashi wasn't born with the sharingan, but instead was given it by a dying Uchiha teammember after his own eye was ruined.

No. Kakashi is not Sasuke's father. Fugaku was the name of Sasuke's late father. Though both had Sharingan eyes, Kakashi acquired his from his friend Obito who was a part of the Uchiha clan.
