The cost varies from shop to shop, could be about $200 (work) and whatever the PUs cost - typically, between 50 and 150 a piece. It's not very hard to do, you just need to have a solderer and be skilled with it. DiMarzios, the best brand out there, come with directions (and they offfer PDFs on their web site, too) for varous ways of connecting the new pickups; so you open your guitar, see how the old ones are connected, and replace them. However, if you are unsure about any of it, find a pro & have him do it, $400 for a great sound is worth it. If you are a relatively new player, go for DiMarzio PAFs; if you're into heavy shredding and can REALLY control yoour guitar, Steve Vai's design, DiMarzio Evolutions are your weapon of choice (I have them and they are bitchin' HOT).

The cost depends on the quality of pick up's you want, a set of top of the range seymore duncans or some off-the-shelf stuff?

Call your local guitar shop and check their prices or if your handy with a soldering iron check out eBay for a good deal on pick-up's and fit them yourself.
