If you feed formula than no, your baby does not need any additional supplements and you shouldn't give them unless told so by your doctor. If you breastfeed or feed primarily breastmilk than yes, your baby does need vitamin d drops and you should start giving them when your baby is 6-8 weeks old.

ask the child's doctor give no meds or vitamins without calling the baby's doctor first

No. There should be no reason why they'd need it - unless it's prescribed by a doctor.
