why can't katara's brother do cool water stuff too?

He wasn't born a water bender. Not everyone is. As I recall the trait is passed through the women in thier family...Katara, her mother, her grandmother, that's why Sokka can't bend water.

I'm pretty sure he can if he tried/ wanted to. Just they emphazise that his ego is so big that he thinks swords overpower and do more damage then water.
