You can't get exact bids if you don't have a clear request for proposal. You should know that.
As a rule of thumb, Web designers charge about $60 per hour; there's a wide variance. Web pages for which you provide collateral (logos, text, images) will run about $50-$100 each at a flat rate.
Flash costs more than standard graphics; data-driven sites cost more than ones that have no data; content management systems (where you can edit the text on your pages as you please) cost more than static page Web sites.
Assuming you are like every other small company on Earth, you want a 10-page Web site for which you will provide copy, your logo and maybe a few photos, but the designer will be in charge of everything else, from hosting to basic management.
I would budget $2,000 and seek bids in the $1,000 range, but with a willingness to move to $1,500 if the designer produces exceptional work. You need some "fudge factor" room in your budget for late changes and the like.

For a static HTML site you would be much better off going to a web designer, rather than a developer. Designers can deal with HTML but developers are really for more advanced work using databases and content management systems - great if you want a site you can update yourself regularly, but probably overkill for your requirements.

There's an enormous range of costs available.
You can put a web design project up for bid at one of the freelance sites - Elance and Rent-A-Coder are two big ones. You'll get bids from off-shore designers, in India, Singapore, or elsewhere, who charge as little as $10 per hour. A basic 10-page site might cost you under $100 this way.
The other end of the spectrum would be to take your project to a big U.S. consulting corporation, like IBM. They would charge you between $200 and $300 per hour plus project management costs. A basic 10-page site would probably come to $3,000 or more.
In the middle are independent, U.S.-based designers like me.

If I was you, I'd enquire at your nearest University to see if there's any Computing students that need to top up their loan with some extra cash.
I did it a few years ago, and charged minimal amounts because I wanted to make a name for myself and get my work known.
Make sure you get it all tied up and agreed first before you start. That would save any embarassment, when one or other decides that its not quite what was wanted.

I make basic websites and would probably charge about £100.
So i should imagine someone else would charge the same.
