if you don't believe you question should be stared then you did not make a good question.nothing wrong in being self serving

If you asked your question you must think it is a question that needs to be asked so what would be the point in starring it? Unless you think that people would star it if they saw it already had a star, which would be pointless anyway as they would only be giving you a star because someone else starred it and not necessarily because they thought it was a good question.
All this being said on the basis that 'good question' means 'question that needs to be answered'.

I have seen one have done it and I thinks it a little bit of self-serving in case he/she was trying to gets into the popular file and then hoping that other people would gives stars.

it's totally self-serving and you're not going to get anything of from it in the end, just the realization that you couldn't put enough energy into it to earn the star.

well, yes its self-serving,, but then , is it wrong to serve yourself? in the overall context of things, people giving thumbs down to great answers, people voting for theirselves etc,,,,, i dont really think its wrong,,,,, though i dont see a real point in it,,, what good feeling could come from seeing you have stars, if you know its because you gave them to yourself?
