Go to the local pub, or a frat party, have a few drinks and start dancing...

Clubs, intramural sports, or a sororitylike organization. I say sororitylike because not everyone is into sororities, but there are plenty of service organizations that spend just as much time together and have a shared sense of accomplishment.

A part-time job can help too, find a place where a lot of people yoru age work. In college I met a lot of people working in a movie theatre; not so many while working in the basement of the library.

I know, been there. At first maybe see who sits next to you in your classes & maybe make small chat with them, where they fron, background, where they chill during break, lunch, free's,what they enjoy doing. friends, what stuff are there to do on weekends. Maybe invite some of them over to your place to hang out
