Well, filmwise, I recon it is "The Plank" with Eric Sykes and his crew, the is no dialog at all, but its hilerious. TV wise... Steptoe
and Son, Falty Towers, Only Fools and Horses, The two Ronnies
Morecambe and Wise... notice a pattern ? No F words or
cruelty.....makes you think !!!!

people are answering with fairly modern stuff, but take a look back at Steptoe and Son in the 60s (particularly brilliant since the London it was set in has disappeared - it's a historical document!). It followed a rag-and-bone man who had always done this trade, and his ambitious son who wanted something better. The son would bring home lovely girlfriends but the father would do something dreadful, like take out his teeth or pour the bathwater into the kettle ... something like that. The father always ended up the winner, in the weekly plot, and the son had to remain living at home as a rag-and-bone man. Very poignant and bitter sweet, but immensely funny too. Try and watch it if it is ever repeated on the telly (sometimes late at nights).

Ah, there has been soooo many, I especially like the old ones, but the new ones are pretty good too.
Being in my late teens in the eighties, it has got to be, for me, The Kenny Everett Video Show, The Young Ones and A Kick Up The Eighties. Not the nine o' clock news was not bad, Spitting Image was ace.

Faulty Towers. Each episode is a symphony of humour, not a single line is wasted and everyone wracks of the tension until it explodes at the end.
A scientific study found that it contained more "belly laughs" than any other program.

Steptoe and son. There is no great comedy without a touch of tragedy.

Well, as 'Time' is still running, I tend to think that your question is a tad premature (best comedy of ALL TIME)
That is, er ...unless you know something the rest of us don't!
