Why is Law and Order in Bihar is not up to the mark ?

In Bihar not a single life is safe .People in trains are being threaten to put on fire, more over criminals are moving freely and the Government is blindly sitting and watching the situation .From all this shall we think that Government is also helping the crime and the criminals ?

when the gov't fails in it's obligations to it's people, it is the people's job to correct the gov't , by any means nessecary.
