I believe that since you will be changing a part of the home, you will need a contractor's license but I am not sure. If I were you I would call the Hillsborough County Court house or licensing office and ask them.

State says garage door installing is not construction work. But counties says it is. Go take the county garage door installing test, get a garage door installers License. State has no Licensing for it.
