Yes, it is possible, but I wouldn't recommend it at all. The most important reason is safety. The train goes through Albania which is known for being fairly unsafe for tourists (and locals) and trains are no exception. Besides safety, it takes quite along time to get there as you cross boarders twice which makes the trip several hours longer than it should be, due to border customs and searches.
I would strongly recommend flyng from Athens to Dubrovnik instead of via train or especially by bus. The flight time is one hour and the time you save versus 1.5 days on a train...

during the 1982, i visited europe and i traveled by euro-train from
athens greece to germany for 21 days. the train becomes your home for that period seeing on the way beautiful scenic places. dont know if it still exist today
