I use to play my alto sax with 2 1/2 reed but that was over 5 years ago. I'm back to playing. Should I start on a 1 reed again or can I go back up to 2 1/2?

The strength of the reed is not dependent on the time or skill level of the performer. The reed strength matches with the opening off the mouthpiece. The bigger the opening of the mouthpiece, the softer the reed and vice versa.

You should go back to a softer reed, but not all the way to a 1. It'll take you a little while to build your chops back up.
