an internet shortcut on your desktop is merely a tiny file, about 2 kByte, containing the webpages adress. the same is true for other shortcuts as well, only they contain the location of the file they represent on your harddrive, or your local network. deleting them does not delete the file they represent, but since - in case of an internet shortcut - that file is not on your computer anyway, but somewhere on the internet, there will be nothing left on your harddrive once you deleted it.
as for having lot of shortcuts on the desktop... that depends on you.
having them readily available is kind of the whole idea about desktop shortcuts, but the more you have, the longer it takes to find them :)
you could group them into folders if you want, but it is really up to you. the system does not suffer any performance loss from having the desktop full of items, if that was your question.

Ok, shortcuts are mainly used to access PROGRAMS, not WEBSITES. This doesn't use a lot of memory because each shortcut is around 1kB (1/1000 of a megabyte). To remove a shortcut, drag to the recycle bin and it is gone. However, to make sure everything with the shortcut is gone, go to Add/Remove Programs (Start --> Control Panel ---> Add/Remove Programs) and remove the program. It usually isn't good to have numerous site shortcuts on one's desktop because it makes the desktop cluttered, so a good idea would be to move these links into the Bookmarks or Favorites folder in your web browser (ie. Mozilla Firefox, Internet Explorer, Netscape, AOL Explorer). Just open the browser, shrink it to a window where you can see the desktop, highlight all of your links, and drag it into the Bookmarks or Favorites folder.

Shortcuts don't take much of space. But as they are sort of 'links', connecting to the main file, therefore they execute slower. Hence, it is always recommended to have minimum possible shortcuts on a desktop. To move a shortcut to the Recycle Bin, just select it and hit 'Delete'. But if you permanently want to remove it, then hit 'Shift + Delete' after selecting it. This will not wipe out the software (or whatever) from the hard drive. And it is really irksome to have endless shortcuts on your desktop, at least it is for me. I have only 12 desktop shortcuts.

Yes, right clicking and selecting remove gets rid of it forever.
It is completely off your computer AFTER you empty your recycle bin. Until then it can be recovered.
Numerous shortcuts are handy and not harmful. They are small in size and only active when clicked.
