My dog found my money stash and ripped up a bunch of bills. Do I go to my local bank, state treasurer, federal treasurer?

Yikes! I think you can take them to the bank. As long as you have matching pieces (with matching serial numbers), the bank can probably replace them and send them to the Federal Reserve for you.

Try the easy way first: just take them to the bank and try to deposit the money into your account. If they take them, then the problem is theirs now. If I remember right, in the US you can use a bill as long as you've got more than half of it and the serial number is still there.
